Albany, NY &#8211; January 31</strong>&#8230;When New York&#8217;s junior senator Kirsten Gillibrand (D-WFP) was a member of Congress &#8211; and privy to inside information on a plethora of topics &#8211; her husband &#8220;shorted&#8221; housing stocks at least 34 times , making a financial killing for the couple, as millions of Americans saw the value of their homes abruptly plummet. The Gillibrand&#8217;s timing in betting against the housing market was conspicuously perfect, the New York State Republican Party today noted.</p>
<p>Now, Senator Gillbrand is purporting to be a champion of reform against &#8220;insider trading&#8221; among members of Congress &#8211; using the issue to raise money for her re-election campaign. In a fundraising email blast released Monday, Ms. Gillibrand writes:</p>
<p>&#8220;I introduced the STOCK Act in November after a 60 Minutes report first exposed the issue of insider trading in Congress. This bill would stop it once and for all, because no member of Congress should unfairly benefit from information they gain from their work as lawmakers. Americans have a right to know that their elected officials are playing by the same rules as they are.&#8221;</p>
<p>&#8220;Senator Gillibrand and her husband profited handsomely off the collapse of the U.S. housing market, and she never adequately explained where they got the special insight to make those profitable bets,&#8221; said State GOP Chairman Cox. &#8220;Not a lot of ordinary Americans knew to bet against the housing markets; Ms. Gillibrand needs to finally answer whether what she learned in Congress about the imminent collapse of the market had anything to do with her husband shorting housing stocks. In purporting to be a champion of insider trading reform &#8211; in a fundraising appeal no less &#8211; Ms. Gillibrand may be being too cute by half. This may not pass the smell test.&#8221;</p></blockquote>

			<content:encoded><![CDATA[<p><a href="http://www.latfor.state.ny.us/maps/" target="_blank">NYS Legislative Task Force on Demographic Research and Reapportionment</a> finally release the new districts for the NYS assembly and senate. And as you can imagine the Democrats are not all that thrilled by what the Republicans did with the senate maps.</p>
<p>The <a title="New York Daily News" href="http://www.nydailynews.com/blogs/dailypolitics/2012/01/two-more-senate-dems-targeted-for-district-mergers" target="_blank">New York Daily News  reported</a> yesterday that six Democrats holding state senate seats have been grouped into three senate districts. Democratic Senate Campaign Committee Chairman Michael Gianaris and Jose Peralta in one, Toby Ann Stavisky and Tony Avella in another, and Eric Adams and Velmanette Montgomery in the last.</p>
<p>I&#8217;ve also read that both David Storobin and Lew Fidler, the candidates for the upcoming special election to replace Carl Kruger, both <a href="http://www.politickerny.com/2012/01/26/senate-gop-map-puts-lew-fidler-in-john-sampsons-district/" target="_blank">live outside of the new district lines</a>. If true this is likely going to be very disappointing to the both the expected rematch this fall won&#8217;t have the opportunity to materialize.</p>
<p>We also are getting a <a href="http://www.capitaltonight.com/2012/01/meet-the-new-senate-district/" target="_blank">63 state senate district</a>. This new district was inserted and designed to help the GOP retain control of the chamber.</p>

<blockquote><p>With disgraced Democratic State Senator Carl Kruger’s resignation Tuesday as part his agreement with the U.S. Attorney’s Office to plead guilty to federal charges of bribery and conspiracy charges, Brooklyn GOP Chairman Craig Eaton called on Governor Andrew Cuomo to immediately recognize this resignation and immediately schedule a special election to fill the 27th Senate District seat for April 24, 2012.</p>
<p>“New York State, and the Board of Elections, is hemorrhaging money. Now that Brooklyn voters have yet another vacant seat to fill thanks to yet another corrupt Democrat, Governor Cuomo must schedule a Special Election as soon as possible &#8211; and in the most efficient and cost effective manner possible”, said Eaton. “The people of the 27th Senate district have been without adequate representation for far too long. A Special Election coinciding with the scheduled primary in April is the quickest and most cost effective way to do this.”</p>
<p>Some may argue that scheduling any Special Election with the April primary would result in a higher Republican turnout – a point Eaton dismisses based on recent history. “Governor Cuomo scheduled the 9th Congressional special election for the same day as Democratic primaries in Brooklyn”, said Eaton. “Congressman Bob Turner didn’t complain about his transparent attempt to draw more Democrats to the polls. He got out the vote and he won.&#8221;</p>
<p>“If Governor Cuomo doesn’t do the right thing and schedule the 27th Senate Special Election for April 24th, then all should question his commitment to cutting government waste and call him out for putting politics ahead of the people of Brooklyn.”</p></blockquote>

			<content:encoded><![CDATA[<p>New York is in uncharted waters right now with the highest &#8220;elected&#8221; official being its Attorney General, Andrew Cuomo. Neither the current governor, nor the comptroller was elected by the People. Yes, it is true new governor David A. Paterson was elected as part of the &#8220;Spitzer ticket,&#8221; but Spitzer could’ve chosen any number of people to be his &#8220;running mate&#8221; and would&#8217;ve won by the same 69% margin.</p>

<p>One can also argue that 90% of our legislative body is &#8220;unelected.&#8221; Many run unopposed every two years and the ones that get a challenger are usually re-elected by a significant margin. The leaders of both Legislative bodies fit this predicament. Speaker Sheldon Silver of the Assembly and Majority Leader Joseph Bruno the Senate never face serious opposition and are re-elected by default.</p>
<p>Right now, a State Budget is due on April 1 and some serious work needs to be done to create a balanced budget. Proposals of tax increases are being made to cover the spending increases. Little is being done about spending cuts. Governor Paterson has some real work cut out for him. Most New Yorkers should be worried, because he comes from the liberal belief of raising taxes and fees to cover spending shortfalls. Liberals never stop to think that if you raise taxes on the highest earners, these residents may simply move across the river to avoid the tax. Also, raising taxes doesn&#8217;t help in the property tax issue that burdens the upstate economy. What business wants to move into Elmira or Syracuse, Buffalo or Rochester, if the business climate is unfriendly to your business?</p>

<p>I personally wish Governor Paterson the best of luck and hope he takes a Governor Hugh Carey approach to fixing New York&#8217;s broken economy, but I also see an opportunity here for the New York State Republican Party. Part of me hopes to see the Democratic Party to implode on liberal excesses and the voting public to turn towards fiscally conscious conservatives for State Assembly and State Senate seats.</p>
<p>The GOP Assembly Caucus has to pick up a bunch of seats. Ten would be nice. Just to get a little more than the necessary 50 that are required to block a veto override. It&#8217;s just hard to pick ten competitive districts that will switch and vote Republican this November. Qualified candidates are required and an aggressive and strong campaign is a necessity. A 95 – 55 Assembly chamber would be help the State of New York immensely.</p>
<p>The GOP Senate is at risk of losing its majority, holding on by a 32 – 30 lead. What is first and foremost, is holding on to the 32 seats already held by Republicans. Then, it would require the GOP to run strong campaigns in about a dozen districts just to win eight seats and bring the majority up to a 40 – 22 lead. Having the State Republican Party pick up some seats would send a clear message to the Democratic legislatures that the People of New York are not as liberal as some of its elected officials.</p>
<p>So what kind of message should these Republican have in their campaigns?</p>
<p>Well, lower taxes and less spending should be the first message. Fiscal discipline and transparency on where tax revenue is allocated in a budget is the second issue. Also, anti-business laws need to be repealed and pro-growth policies need to be put in place. The size of government needs to be slashed and some agencies should be privatized. Regulations need to be reduced or completely obliterated. These are key points that have to resonate with voters in a way that will relate to them on an every day basis.</p>
<p>We have a State Comptroller elected by the Assembly, but not by the People of this State. We have a new governor who was elected on a ticket, but was never expected to assume the role of governor. Though they both hold their position due to the constitutional process, the People of this State have to realize that men and women are running this State who were not put into their position of power by the voting public. The Republican Party needs to start bringing change and reform to the process. By running credible candidates and picking up legislative seats, we will begin to bring positive change for all.</p>

<p><strong>R. Emmett Tyrrell, Jr</strong>, is founder and editor in chief of <a href="http://www.spectator.org/">The American Spectator</a>. His books include the New York Times bestseller, <em>Boy Clinton; The Impeachment of William Jefferson Clinton; The Liberal Crack-Up; The Conservative Crack-Up; Public Nuisances; and The Future that Doesn&#8217;t Work: Social Democracy&#8217;s Failure in Britain</em>. A nationally syndicated columnist, his articles have appeared in the Wall Street Journal, New York Times, Los Angeles Times, Baltimore Sun, Washington Times, National Review, Harper&#8217;s, Commentary, The (London) Spectator, Le Figaro (Paris), The Guardian, The Sunday Telegraph, and elsewhere. He is also an adjunct fellow of the <a href="http://www.hudson.org/">Hudson Institute</a> and a contributing editor to the <a href="http://nysun.com/">New York Sun</a>. <p><strong>George Marlin</strong> a longtime conservative activist in New York, has a problem with Mayor Giuliani. In 1993, Mr. Marlin ran for mayor on the Conservative line against Mr. Giuliani and David Dinkins &#8211; once bringing a rubber chicken to a debate where Mr. Giuliani didn&#8217;t show up. Now, he&#8217;s put together a <a href="http://www.nysunpolitics.com/blog/2007/03/rudy-drop-giuliani-life-long.html">40-page dossier</a> of every &#8220;liberal&#8221; quote he could find from or about the former mayor, and he&#8217;s begun mailing it to conservative activists nationwide. Mr. Marlin is author to the book, <a href="http://www.amazon.com/dp/1587312514?tag=newyorkyoungrepu&amp;camp=14573&amp;creative=327641&amp;linkCode=as1&amp;creativeASIN=1587312514&amp;adid=14GSH7QAWNN7B4WCV6YH&amp;"><em>Fighting the Good Fight: The History of the NY Conservative Party</em></a>. The book tells how, for forty years, Conservatives have been the guardian of working-class New Yorkers; men and women who subscribe to the believe that to be good citizens it is essential to love family, neighborhood, country and God, and just as important, to respect the ethic of hard work. It is the story of how the Conservative Party has for four decades, lived up to its charter to serve political ideals first.</p>
